Offline, streaming broken

Every time I open the app all local downloads are deleted and I have to start from scratch. As I set an album to download the app skips tracks so an album is never fully downloaded. This is a broken app. In addition, music that Ive paid for and uploaded cannot be streamed over cellural, only wifi. Whats the point???
